Your 1,200 yen castle ticket does not include Nishinomaru Garden. It is a separate enclosure inside the castle grounds with its own gate, its own opening hours and its own admission — and most visitors only discover that at the entrance.

This is the part worth planning around. The main tower museum is open every day. Nishinomaru Garden is closed on Mondays. A Monday visit built from a general castle guide gets you the tower and a locked garden gate, and nothing on the approach warns you.
The one exception is blossom season, when the garden opens every day for the evening illumination — see cherry blossom at Osaka Castle.
Outside blossom season, honestly: only if you want the lawn-and-tower view. Nishinomaru is a wide open expanse of grass with the keep rising behind it, which is the postcard composition — and it is calm in a way the rest of the grounds are not. It is not a stroll garden with ponds and bridges; do not come expecting Kenrokuen.
In blossom season the answer changes completely. 300 trees over open lawn with the tower behind them is one of the best hanami settings in the country, and 350 yen for that is close to free.
The park around it costs nothing and is open around the clock. The tower museum is 1,200 yen. Nishinomaru is 200 more on top. If you are budgeting, the order of value for most visitors is: park (free) → tower (the view and the history) → garden (the composition, and the reason to come in spring).
